Description of the Diagram – Level of Complexity Assessment Framework
A diagram illustrating the 5 levels of complexity required to address the remaining substances under the next phase of the Chemicals Management Plan. Effort varies within each product, and does not necessarily increase with increasing product levels.
- Level 1 Product:
- Can address the substance/group with a science-based policy response
- Typically no s64 conclusions
- Examples include: Referring to a better placed program, additional data gathering required, substances already assessed or managed
- Level 2 Product:
- Can address substances using a broad-based approach, often based on low potential for exposure
- Substances typically do not meet criteria under s64
- Examples include: Rapid Screening Approach, substances used only as drugs or pesticides
- Level 3 Product:
- Can address the substance/group with a reduced amount of effort on streamlined hazard and/or exposure analysis
- Examples include: Using international hazard characterizations, use of existing biomonitoring equivalents, qualitative assessment
- Level 4 Product:
- A more moderate level of complexity assessment is required for the substance/group, similar to assessments done under the CMP Phase 1 Challenge and CMP Phase 2 assessments
- Examples include substances with exposure potential or high hazard flags, such as TDIs (assessed under CMP Phase 1)
- Level 5 Product:
- A complex assessment is required for the substance/group that may required probabilistic or cumulative assessment
- Examples include phthalates (CMP Phase 2), proposed Environment Canada assessment of Zinc (CMP Phase 3)
