How is it used?

  • Phosphonic acid,[[3,5,-bis(1,1,-dimethylethyl)-4-hydroxyphenyl]methyl]-, monoethyl ester, calcium salt (2:1) has previously been used as a non-discoloring stabilizer for organic substrates such as plastics, synthetic fibers, elastomers, adhesives, waxes and oils.
  • This substance was imported into Canada in 2005, but is currently not manufactured in Canada or imported into Canada.

Why is the Government of Canada assessing it?

  • Prior to the assessment, the substance was identified as a potential concern to the environment based on available information regarding possible persistence, accumulation in organisms and potential to cause harm to organisms.
  • In addition it was believed to be potentially in commerce in Canada prior to assessment.

How is it released to the environment?

  • The Government of Canada has reviewed information that indicates that the substance is not currently in commerce in Canada in significant quantities.
  • As a result, it is unlikely that it is entering the environment as a result of commercial manufacture or use in this country.

What are the results of the assessment?

  • The Government of Canada has conducted a science-based evaluation of phosphonic acid,[[3,5,-bis(1,1,-dimethylethyl)-4-hydroxyphenyl]methyl]-, monoethyl ester, calcium salt (2:1) called a screening assessment.
  • Because this substance is not in commerce and no new information was received on it, this assessment was based on information collected in the past.
  • Results of the draft screening assessment indicate that the substance has the potential to remain in the environment for a long time, accumulate in organisms and cause harm to organisms, but that the substance is not presently a concern because it is not in commerce.
  • The Government of Canada is therefore proposing that the substance is not entering the environment in a quantity or under conditions that constitute a danger to the environment.
  • Because the substance is not currently in commerce in Canada, it is not considered to be harmful to the health of the general population at current levels of exposure.

What is the Government of Canada doing?

  • The Government of Canada is proposing to implement a Significant New Activity (SNAc) provision for phosphonic acid,[[3,5,-bis(1,1,-dimethylethyl)-4-hydroxyphenyl]methyl]-, monoethyl ester, calcium salt (2:1). This would require that any proposed new manufacture, import, or use of this substance be subject to further assessment before this new activity is allowed.
  • The draft screening assessment report was published on January 30, 2010 and will be followed by a 60-day public comment period (from January 30, 2010 to March 31, 2010).
