Section 71 Notices are mandatory (binding at law) for those who meet the requirements of the Notices.
There are specific deadlines for responding to the section 71 Notices for each batch of substances on the Challenge. To apply for an extension, a written request and justification must be received by the Minister of the Environment prior to the deadline. Substance Profiles and Voluntary Questionnaires
Please note that the voluntary questionnaire template does not have to be filled out in its entirety. Only pertinent information that will help Environment Canada and Health Canada in their assessment of the substance and in development of risk management measures needs to be provided. If the information to be provided does not fit into the format of the Challenge questionnaire, Environment Canada and Health Canada will accept and consider new and relevant information in other formats.
If no new information is received through comments on the substance profiles, or in response to the section 71 Notice or the voluntary questionnaire, Government of Canada will nonetheless be moving forward with the appropriate risk management activities at the end of the Challenge period in the interest of safeguarding human health and the environment.
